In view of the recommendations of the Mayors of El Nido and Taytay and in order to address the livelihood oportunities of local bonafide residents of Barangay Liminangcong of the Municipality of Taytay, the following delineations of the map and provisions of the zoning plan under DENR Administrative Order No.14, Series of 1991 "Establishing the El Nido Marine Reserve" are hereby amended, to wit:

Pursuant to PD 705, as amended, Executive Order No. 192 dated June 10, 1987, and in line with the policy of the Government to sustainably manage and provide equitable access to the coutry's natural resources, the following regulations on buffer zones are hereby promulgated:

In the interest of the service and in order to ensure government partners in theprotection of Mts. Iglit-Baco National Park's resources, a parcel of land, toinclude the ancestral domain of the indigenous cultural communities of theBuhid tribe shall be established as buffer zone situated in the Municipality ofBongabong, Province of Oriental Mindoro (technical description omitted).

Pursuant to Section 10(d) of Republic Act No. 7586 otherwise known as the " National Integrated Protected Areas System Act of 1992" (the Act), this Administrative Order setting forth the rules and regulations governing implementation of the Act is hereby promulgated.

In the interest of the service and in order to expedite the issuance of Wldlife Export Certification for commercial non-CITES species of butterfly and non-CITES, non-commercial items, the Director of the Protected Areas and Wildlife Bureau (PAWB) is hereby authorized to sign/approve Wildlife Export Certification for the aforecited species/items only.

Some pertinent provisions of DENR Administrative Order No. 30 are hereby amended to read as follows:

Pursuant to DAO No. 25, Series of 1992 and Republic Act No. 7586, and in order to provide the management with basic data for evaluating the suitability/unsuitability of proposed Protected Areas under any of the eight categories of the NIPAS Act, the following procedures in the preparation/submission of the maps of areas covered by the NIPAS are hereby promulgated for the information and guidance of all concerned.
