Pursuant to Republic Act No. 9147, otherwise known as the "Wildlife Resources Conservation and Protection Act", its implementing rules and regulations, the Philippine Plant Conservation Strategy and Action Plan, and the Philippine commitments under the Convention on Biological Diversity (CBD) and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), this Order is hereby promulgated to encourage and support the floriculture industry to adopt self-regulation for the conservation and sustainable utilization of the Philippine widl flora.

Pursuant to Republic Act No. 7586 otherwise known as the National IntegratedProtected Areas System Act (NIPAS Act) and its Implementing Rules and Regulations,and to rationalize the designation of management zones within protected areas, Section10 of DAO 25, series of 1992 is hereby amended.

In order to further streamline the procedure for the issuance of Wildlifeexportlimporth-eexport clearance for non-CITES species, second sentence ofparagraph 2, Section 8. 'Exportation and Importation of Wildlife" of DENRAdministrative Order (DAO) No. 2004-55, is hereby amended to read asfollows:

Pursuant to Executive Order No. 192 and consistent with the Integrated CoastalManagement Strategy provided under Executive Order No. 533, the coastal andmarine management functions of the CMMO pursuant to DENR A0 2002-08 arehereby transferred to the Protected Areas and Wildlife Bureau (PAWB). As such,PAWB shall coordinate the activities of the DENR on coastal and marinemanagement. It shall likewise provide technical assistance and policy guidanceto the DENR Regional Offices through the Protected Areas, Wildlife and CoastalZone Management Sector.

Pursuant to the provisions of Section 4, Article XII of the 1987 Philippine Constitution, Executive Order No. 192, Republic Act No. 3092, Republic Act No. 7586 and Presidential Decree No. 705, as amended, Executive Order No. 318, DENR Administrative Order No. 2000-24 and other pertinent laws, rules and regulations, the following guidelines and procedures are hereby prescribed for the guidance and compliance of all concerned.

Pursuant to Sectiopn 10(d) of the NIPAS Act and consistent with the Wildlife Resources Conservation and Protection Act (R.A. No. 9147), Caves and Cave Resources Management and Protection Act (R.A. No. 9072), Philippine Mining Act of 1995 (R.A. No. 7942), and other laws establishing the specific components of the NIPAS, DENR Administrative Order 25, Series of 1992 which is the Implementing Rules and Regulations of the NIPAS Act, is hereby revised incorporating and itergrating all existing regulations relevant thereto.

The resources of the DENR for CY 2009 in forest development andmanagement have been substantially reconfigured in order to accelerate therestoration of the environmental service functions of vital watersheds andprotected areas. This, in addition to simultaneously catalyzing the improvement ofproductivity of the uplands, creating incomes for upland poor, mitigating hungeramong highly-vulnerable populations, engaging organized upland communities,civil society and local governments in sustainable upland and forest management,and providing the climate for gainful economic production for poor uplanddwellers. Hence, the following guidelines are hereby issued for the guidance,information, and strict implementation of all concerned.
